Summary of Charges

  • Performed a comprehensive study of the alignment between the new Student Performance Criteria of the 2014 NAAB Conditions for Accreditation and the subject areas of the NCARB Education Standard and:
  • Developed an outline for the requirements of the NCARB Education Standard.
  • Revised the subject area definitions of the NCARB Education Standard with subject-matter expert support.
  • The proposed modifications to the Education Standard were approved by the Board of Directors at their June meeting to be issued in October 2015 for Member Board comment. Final action by the Board of directors will take place in early 2016.
  • Reviewed, discussed, and provided commentary on the NAAB Procedures for Accreditation.
  • Reviewed seven monographs and six mini-monographs for relevancy and use in future continuing education initiatives.
  • Reviewed 310 AIA courses for the AIA National Convention—180 were considered HSW-qualified.
  • Reviewed and approved interim and final reports for 2013 NCARB Award recipients.

  • Over $50,000 dollars was awarded to two architectural programs:
  • Clemson University, School of Architecture received $30,000 for their proposal called “Graduate Program in Architecture + Health.”
  • Parsons The New School for Design, School of Constructed Environments received $20,233 for their proposal “Student-Practitioner Partnerships in Building Performance Evaluation.”
  • The amount available for the FY16 Award was increased to $100,000 for up to three awards.

Summary of Charges

  • Reviewed and modified the ARE Master Plan for the next five years, anticipating the required committees, efforts, and milestones necessary to continue ARE 4.0 while developing and launching ARE 5.0.
  • Monitored the adoption of new building codes and AIA documents across the 54 Member Boards and developed an implementation timeline for updates to all examination questions.
  • Reviewed the ARE 5.0 Case Study Task Force’s development of 12 case study scenarios and resource documents, recommended adjustments, and forwarded the case studies to the ARE 5.0 Item Development Subcommittee for question authoring.

 

ARE 4.0 Vignette Grading Subcommittee

  • Reviewed computer-assigned scores for each vignette and monitored the adjudication criteria necessary to clarify scoring results; confirmed vignette scoring is continuing to work effectively.

  • Using the case study scenarios and resource documents created by the ARE 5.0 Case Study Task Force, the subcommittee authored, edited, and reviewed the first questions to be used with case studies in the launch of ARE 5.0.
  • Authored and edited new independent questions, including new hotspot and drag-and-place question types, to be used in each division of ARE 5.0.

Committee Purpose

Highlights/Year-End Summary:

  • The Internship Committee focused on the development and definition of the experience requirements for the overhaul of IDP from 17 experience areas to six practice areas.
  • The Internship Advisory Committee provided feedback on the work of the Internship Committee and evaluated and suggested proposals for the future of the Emerging Professional’s Companion (EPC) and the IDP Firm Award programs.

Summary of Charges

  • The IC made several recommendations that inform the requirements of the six practice-based areas that will make up the overhaul of the IDP:
  • Linked the tasks identified in the 2012 Practice Analysis of Architecture: Internship Report
  • Mapped the 17 current IDP experience areas to the new six practice-based areas
  • Reallocated the 3,740 required hours accordingly
  • The IC reviewed the opportunities in Experience Settings O: Other Work Settings and S: Supplemental Experience and made recommendations of which experience opportunities should continue to be included in the program or eliminated with implementation of the overhaul.
  • The IAC supported the Internship Committee’s recommendations related to the experience requirement and supplemental experience opportunities.
  • The IAC made recommendations for:
  • Changes that should increase interest and participation in the IDP Firm Award
  • A proposal for the future of the Emerging Professional’s Companion (EPC) in lieu of its current format and delivery

Summary of Charges

  • Committee facilitated the 2015 MBE Workshop. Agenda included:
  • Professional development on harassment and discrimination issues
  • Communications best practices presentation
  • Roundtable discussions on current topics and issues related to the registration of architects and regulation of architecture
  • Committee audited 101 NCARB Records and reported one (1) minor error.
  • A minor error is classified as a discrepancy found in an individual Record that would not affect licensure or certification
  • Committee identified a process to fill a vacated MBE Director seat on NCARB Board of Directors.
  • Committee developed an outline of new MBM Orientation Manual, capturing best practices for introducing roles and responsibilities, board meetings, ethical issues, licensure, laws and regulations, enforcement and compliance practices, and internal management issues. The updated manual was shared with MBEs at the MBE Workshop. Member Boards were encouraged to tailor it to meet their individual needs.
  • Committee provided feedback to NCARB Information Systems team on Record transmittal process.

Committee Purpose

The committee oversees the development, application, assessment, and adjudication of Council policies and practices relating to the professional conduct of Record holders and others using Council services.

Highlights/Year-End Summary

The Professional Conduct Committee welcomed new PCC legal counsel, George Constantine with NCARB's contracted legal advisors at Venable LLP, who specializes in ethics across multiple professions. During the year, the committee reviewed disciplinary cases submitted by Member Boards, performed a comprehensive review of the Disciplinary Database, and recommended changes to the Guidelines for Testing Irregularities.

Summary of Charges

  • Made minor changes the committee’s Rules of Procedure. Recommended changes to the Board Policy for Guidelines for Testing Irregularities, adding a new category to address test center demeanor.
  • Reviewed staff actions taken on 16 disciplinary cases submitted by Member Boards against Record holders. Evaluated cases according to PCC’s Rules of Procedure and documented summary findings in customer Records.
  • Reviewed the Disciplinary Database; discussed thresholds for reporting disciplinary items and the Guiding Principles for Reporting Discipline.

Committee Purpose

Highlights/ Year-End Summary

Summary of Charges

  • Facilitated the 2nd annual Regional Summit held March 13-14 in Long Beach, CA.  Agenda included:
  • Plenary sessions on visualizing change, the impact of climate change on the practice and regulation of architecture, a conversation on whether NCARB should explore the concept of specialized credentials, and a presentation on the history of architecture in Long Beach.
  • Reviewed resolutions on changes to Broadly Experience Architect (BEA) and Broadly Experienced Foreign Architect (BEFA) programs for conformity with NCARB Bylaws.
  • Proposed Bylaws changes regarding qualifications of public director on NCARB Board of Directors. Committee concluded that the public director seat on NCARB Board of Directors should be filled by a public or consumer member currently sitting on an NCARB Member Board.
  • Created a running list of potential topics for workshops at upcoming Annual Business Meetings and Regional Summits.  Managing sunset reviews and best practices for minimizing illegal practice were selected as topics for workshops at the 2015 Annual Business Meeting.
  • Participated in a series of exercises and discussions with the Education Committee regarding a joint charge to examine the education requirement for NCARB certification. After extensive analysis of Member Board requirements and numerous discussions, both committees jointly concluded that a program accredited by NAAB should remain as the education requirement for NCARB certification.

 

  • Reviewed an initial draft reorganization of the NCARB Legislative Guidelines and Model Law/Model Regulations. Committee provided feedback and will continue to explore avenues to increase the clarity and efficiency in which the model document can be reviewed and used.
