The Education Committee oversees the development, delivery, and assessment of NCARB’s education policies for use by Member Boards and NCARB’s relationship with the National Architectural Accrediting Board (NAAB).
The Education Committee report also includes input from the Continuing Education Subcommittee (CESC) and the Certification Alternatives Review Team (CART). Education highlights for this year include two proposed resolutions: one on the Education Evaluation Services for Architects (EESA) requirement for the education alternative to certification and one regarding the alignment of Health, Safety, and Welfare (HSW) categories in Model Law to the ARE and AXP. Engagements with the Experience Advisory Committee and the Examination Committee included a study of the three components to licensure and the education continuum of an architect. Adding to NCARB’s Integrated Path to Architectural Licensure (IPAL) initiative, one proposal was received and reviewed for acceptance.
The Education Committee proposed a resolution on the EESA requirement for the education alternative to certification. The proposal allows applicants submitting a Certificate Portfolio the option to obtain an EESA prior to their submission, rather than the EESA being a requirement.
Another resolution regarding the HSW categories of continuing education in Model Law was proposed. The proposal aligns the HSW categories to the six experience and practice areas of the AXP and ARE, providing a general definition for each area in the Legislative Guidelines and Model Law/Model Regulations, and referencing a list of acceptable HSW topics in the Education Guidelines.
The committee is laying the preparation work for NCARB’s contribution to the National Architectural Accrediting Board NAAB Accreditation Review Forum Accreditation Review Forum (ARF) next year. The development of an outline will be based on a focused look at professional practice education and firm experience.
With the Experience Advisory Committee, the Education Committee identified critical topics for education, experience, and post-licensure practice and where they fit best throughout the education continuum of an architect.
The committee engaged with the Experience Committee and the Examination Committee to identify what is working well for each concerning education, experience, and examination, and what is missing in determining competency at initial licensure. While wide consensus was reached on items working well, a few challenges were identified, such as the disparity between the rates of change between practice and education, the prevalence of “pigeonholing” licensure candidates, and ARE candidates’ hyper-focus on test-taking strategies rather than learning the material.
The IPAL initiative continues to grow. The committee reviewed one new proposed IPAL option for a master’s program from a school that already has an accepted IPAL option for their bachelor’s program.

The Continuing Education Subcommittee (CESC) develops and evaluates options for NCARB’s continuing education initiatives. The subcommittee also reviews reports and makes recommendations on issues related to continuing education.
The subcommittee reviewed proposed courses and tours for the AIA Conference on Architecture and drafted new monograph quiz questions.

The Examination Committee oversees the development, delivery, and assessment of the Architect Registration Examination® (ARE®) for use by Member Boards.
The Examination Committee spent FY18 monitoring the launch of ARE 5.0 and the continued delivery of ARE 4.0. The committee supervised the work of three subcommittees and task forces, including the ARE 5.0 Item Development Subcommittee, ARE 5.0 Forms Assembly Subcommittee, and ARE 5.0 Case Study Task Force. In addition, the Examination Committee engaged with the Think Tank on candidate’s testing motivations, finalized planning for the FY19 item bank pool review, and worked with the Education and Experience committees on a joint charge.

The Experience Committee oversees the development, delivery, and assessment of the Architectural Experience Program® (AXP™) for use by Member Boards, including suggesting improvements to the AXP’s experience components and recommending revisions to the AXP Guidelines.
The Experience Advisory Committee (EAC) includes representatives from the American Institute of Architects (AIA), the Association of Collegiate Schools of Architecture (ACSA), the American Institute of Architecture Students (AIAS), and the Society for Design Administrators (SDA). Together, they evaluate the effectiveness and appropriateness of NCARB’s experience-related policies in order to advise the development and implementation of the AXP.

The Experience Committee engaged with the Education Committee to provide feedback from an experience perspective related to their proposed resolution regarding the HSW categories of continuing education in Model Law.

The Experience Advisory Committee engaged with the Think Tank and Ethics Task Force to discuss the AXP supervisor role and expectations. The EAC has proposed a bill of rights for supervisors and licensure candidates.

The Member Board Executives Committee considers issues of concern to the jurisdictions and Member Board Executives (MBE). In addition, the committee serves as a focus group for NCARB initiatives as needed, and develops the agenda for the spring MBE Workshop.
The Member Board Executives Committee developed the program for the 2018 MBE Workshop, which provided a venue for Member Board Executives from across the country to share best practices, stay current on trends effecting the regulatory environment, and nominate a representative to serve on the Board of Directors.
The Member Board Executives Committee discussed the nominations and succession policy for the Member Board Executive Director. The committee unanimously agreed to propose a change to the NCARB Bylaws that would allow the entire MBE community to nominate the representative; this marked a change from just the MBE Committee nominating the representative.

The Procedures & Documents (P&D) Committee reviews proposed resolutions, procedures, and documents for their impact on and consistency with NCARB policies and programs and makes recommendations on such matters to the Board of Directors. Additionally, the committee assesses the usefulness of special NCARB publications and modifies them as appropriate.
The P&D Committee had a busy FY18, with numerous charges tied to document and resolution reviews. The committee engaged in comprehensive reviews of draft updates to NCARB’s Rules of Conduct and the NCARB Bylaws. In regard to the Rules of Conduct, the committee shared comments and recommendations with the Ethics Task Force, including a robust joint meeting in December. The P&D Committee provided valuable recommendations to the Board of Directors in connection to the NCARB Bylaws update; many of the committee’s recommendations were incorporated into an updated set of Bylaws to be shared with NCARB’s membership for review and comment.
The P&D Committee also gave considerable thought to the FY18 strategic charge focused on marketing and communications, as well as the ethics-focused common charge. With a combination of independent, online homework in the committee’s collaboration website and fruitful face-to-face conversation with the committee chair and staff liaison, the committee submitted reports detailing the committee’s position on NCARB communications and the question of an annual acknowledgement of compliance with NCARB’s Rules of Conduct.

The Regional Leadership Committee addresses issues specific to the regions of the Council, plans the spring Regional Summit, and provides input into the planning and development of additional membership engagement efforts. This committee also reviews each resolution submitted by regions and Member Boards for conformity with the NCARB Bylaws.
The primary objective of the Regional Leadership Committee was to plan a successful Regional Summit, which brought together each jurisdiction to deliberate over the proposed resolutions and address specific issues of interest for the Member Boards.
The committee also contributed to the development of a model regional chair job description, discussed how best to integrate the regions into NCARB’s Centennial, and discussed the white paper, Understanding the Benefits and Positive Impacts of Regional Membership.
The Regional Leadership Committee agreed to adopt the white paper, Understanding the Benefits and Positive Impacts of Regional Membership, as a Regional Leadership Committee white paper and looks forward to discussing it with the full membership during the spring Regional Summit.
