The FY18 NCARB Board of Directors consists of 14 volunteers: 11 architects, two public members, and one executive from a licensing board. Member Boards elect the officers each June at the Annual Business Meeting. Learn what initiatives NCARB leadership focused on in FY18:
As NCARB works to develop national standards for architects and licensure candidates, we rely on our membership and dedicated pool of volunteers to help us determine what those standards should be. During FY18, we worked with leaders in architectural regulation from across the country to help licensing boards protect the public health, safety, and welfare.
Through close collaboration with our Members Boards, we have been able to establish ethical standards, defend reasonable regulation, and continue updating our major programs. From education to certification, working together enables us to facilitate licensure by streamlining requirements across jurisdictions.
NCARB holds regular forums and meetings to engage with each jurisdiction. Connecting and communicating keeps us up-to-date on the latest local issues, deregulatory efforts, and legislation, and helps NCARB seek out new ways to support our architectural licensing boards as they carry out their important work to protect the public.
Over the course of the year, NCARB continued supporting efforts to advocate for reasonable regulation, providing technical and legal support, and conducting regular calls with our counterpart organizations around the country to monitor legislation that could affect our Member Boards.
To help combat any threat to licensing boards’ ability to protect the public health, safety, and welfare, NCARB collaborated with other national regulatory organizations representing professions such as pharmacy, psychology, and accounting to draw a clear distinction between professions that already have pathways to mobility, and occupations that may not have such tools or that are sometimes seen as over-regulated.
By focusing on educating stakeholders regarding proven mobility pathways, recent program updates that streamline the path to licensure and remove barriers, and efforts to align with modern practice, NCARB and our partners were successful in defeating several deregulatory attempts. These include South Dakota’s attempt to create an interstate licensure compact, and Arizona’s temporary licensure compact bill.
Throughout FY19, we will continue providing regular updates to our Member Boards and working with coalition partners to manage deregulatory efforts. We are hopeful that a strategic focus on the future will provide reinforcement to the concept of reasonable regulation as a necessary public protection role for government.
With input and guidance from NCARB’s members, we worked to implement several new board services in FY18, with more underway for FY19:
FY17 NCARB President Harding initiated the Model Law Task Force in June 2016 to review and update NCARB’s current Model Law/Model Regulations. Using the Federation of Associations of Regulatory Boards (FARB) Uniform Model Law as a guide, as well as the model law of comparable organizations, the task force is in the process of reworking NCARB’s Model Law, to be followed by an update of NCARB’s Model Regulations. Its work will continue in FY19 as the task force works with other NCARB committees to create a useful tool for NCARB’s membership, with the new version of NCARB Model Law/Model Regulations likely to appear as a resolution for vote at the 2020 Annual Business Meeting.
In FY18, NCARB and the National Architectural Accrediting Board (NAAB) partnered on several initiatives, including helping the NAAB evolve as it restructured its board and staff. We also had the opportunity to continue working together on the development of the 2018 NCARB by the Numbers, which features data on student enrollment and graduation provided by the NAAB.

The 99th NCARB Annual Business Meeting was held June 28-30, 2018, in Detroit. Throughout the three-day conference, delegates learned about NCARB’s evolving programs and services, voted on four resolutions, and elected new officers. Through various sessions and workshops, board members also explored how the convergence of new technologies, the current political landscape, and shifting priorities among emerging professionals could impact the future of architectural regulation.

NCARB and the NAAB meet quarterly to exchange updates, respond to questions, and address evolving programs, and will continue working together as NCARB, the NAAB, and our other collaterals prepare for the 2019 Accreditation Review Forum. In addition, many NCARB volunteers serve on NAAB visiting teams to help review and evaluate programs seeking NAAB accreditation or accreditation renewal.

NCARB has more than 20 committees, subcommittees, task forces, and work groups that meet throughout the year to review topics including education, the AXP, the ARE, certification, and more. Made up of volunteers from across the profession—including members of state licensing boards, practicing architects, licensure candidates, and collateral representatives—these groups help steer the organization by reflecting on our programs and policies and making recommendations for improvement.
The Education Committee oversees the development, delivery, and assessment of the Council’s education policies for use by Member Boards and its relationship with the National Architectural Accrediting Board (NAAB).
The Examination Committee oversees the development, delivery, and assessment of the Architect Registration Examination® (ARE®) for use by Member Boards.
The Experience Committee oversees the development, delivery, and assessment of the Architectural Experience Program® (AXP™) for use by Member Boards.
The Experience Advisory Committee evaluates the effectiveness and appropriateness of the Council’s experience-related policies in order to advise the development and implementation of the AXP.
The Member Board Executive (MBE) Committee considers issues of concern to the Member Boards and MBEs. The MBE Committee nominates a MBE Director to serve on the Council Board of Directors.
The Procedures and Documents (P&D) Committee reviews proposed resolutions, procedures, and documents for their impact on and consistency with Council policies and programs and makes recommendations on such matters to the Board of Directors.
The committee oversees the development, application, assessment, and adjudication of Council policies and practices relating to the professional conduct of Record holders and others using Council services.
The Regional Leadership Committee addresses issues specific to the regions of the Council and assists with planning for Council membership meetings.

NCARB’s 54 Member Boards are divided into six geographic regions, each with their own organization, objectives, and meetings. Every region elects a director to serve on NCARB’s Board of Directors and appoints a chair, who also serves on the Regional Leadership Committee. These individuals play an invaluable role in setting the future course for NCARB’s programs.
NCARB’s volunteers gathered in Louisville, Kentucky, for our annual Committee Summit, where they engaged with NCARB leadership, discussed key NCARB programs, and shared ideas across NCARB committees. NCARB’s Think Tank also attended the Committee Summit, participating in activities with several committees.

Hosted by the Central States Conference (Region 5), the 2018 Regional Summit was held March 9-10 in Wichita, Kansas. Throughout the two-day event, members discussed regional business, heard from candidates running for NCARB office, and explored challenges facing state boards. Attendees also provided feedback on resolutions that were voted on at the Annual Business Meeting in June. To close the summit, members participated in a question and answer session with NCARB President Erny and CEO Michael J. Armstrong.
