Washington, DC—Philip M. Leinbach, NCARB, AIA, REFP, CSI, of Reading, Pennsylvania, was elected as a regional director at the National Council of Architectural Registration Board’s 2020 Annual Business Meeting. Leinbach was nominated to serve on the NCARB Board of Directors by Region 2 (Middle Atlantic), which is comprised of Delaware, the District of Columbia, Maryland, New Jersey, New York, Pennsylvania, Virginia, and West Virginia.
Since 2012, Leinbach has been a member of the Pennsylvania State Architects Licensure Board. He is currently serving as president of the board and has previously served terms as the board’s vice president from 2016-2020. Prior to his election as Region 2 director, Leinbach served multiple terms as the chair, vice chair, and secretary of the region.
Leinbach has been a dedicated NCARB volunteer for five years, joining the Architect Registration Examination® (ARE®) 5.0 Mapping Task Force in 2014. Since then, he has offered his time and expertise on NCARB’s Policy Advisory, Program Continuum, and Regional Leadership committees, as well as the organization’s ARE 5.0 Forms Assembly and Case Study subcommittees. Leinbach most recently served as chair of the Policy Advisory Committee.
With 30 years of professional experience, Leinbach now serves as AEM Architects’ president, responsible for the overall management and direction of the firm. He has designed and managed hundreds of projects for the firm’s educational, health care, commercial, and industrial clients. In addition to his service to NCARB, he is also a member of the American Institute of Architects (AIA), the Association for Learning Environments (A4LE), and the Construction Specifications Institute (CSI), as well as a recognized educational facility professional (REFP).
Leinbach is a graduate of High Point Baptist Academy and earned his Bachelor of Architecture degree from Temple University in 1990. He holds the NCARB Certificate for national reciprocity and is licensed to practice in Pennsylvania, Delaware, Maryland, Massachusetts, and New Jersey.

The National Council of Architectural Registration Boards’ membership is made up of the architectural licensing boards of the 50 states, the District of Columbia, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. NCARB, in collaboration with these boards, facilitates the licensure and credentialing of architects to protect the health, safety, and welfare of the public.
To achieve these goals, NCARB works with its Member Boards and volunteers to develop and facilitate standards for licensure, including the national examination and experience program.
