Tampa, FL—Scott E. Harm, AIA, NCARB, of Puyallup, Washington, was elected as regional director of the National Council of Architectural Registration Boards (NCARB) at the organization’s 2023 Annual Business Meeting. Harm previously served as the organization’s chair of Region 6, which represents 13 licensing boards throughout the Western United States including Alaska, Hawaii, Guam, and the Northern Mariana Islands.

Harm was appointed to the Washington State Board of Architectural Registration in 2013. Harm’s service with NCARB began in 2016, serving as a member of the organization’s National Architectural Accrediting Board (NAAB) Visiting Team. As a dedicated volunteer, Harm has offered his time and expertise to many NCARB efforts since 2016, including the Futures Task Force, Futures Collaborative, Ethics Case Study Workgroup, as well as the Professional Conduct, Policy Advisory, and Regional Leadership committees.

In addition to his service to NCARB, Harm is a Program Manager, Critical Buildings and Infrastructure at Tetra Tech Architects & Engineers. Harm is also the current vice-chair of the City of Puyallup’s Planning Commission and the current chair of his state’s registration board.

He studied at Penn State University in State College, Pennsylvania, and graduated with a Bachelor of Forestry in 1981. In 1988, Harm graduated from the University of Houston in Houston, Texas, with a Master’s in Architecture. Harm is licensed to practice architecture in Arizona, California, the District of Columbia, Hawaii, Idaho, Indiana, Minnesota, North Carolina, New Jersey, Ohio, and Texas.

The National Council of Architectural Registration Boards’ membership is made up of the architectural licensing boards of the 50 states, the District of Columbia, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. NCARB, in collaboration with these boards, facilitates the licensure and credentialing of architects to protect the health, safety, and welfare of the public.  

To achieve these goals, NCARB works with its Member Boards and volunteers to develop and facilitate standards for licensure, including the national examination and experience program. NCARB also recommends regulatory guidelines for licensing boards and helps architects expand their professional reach through the NCARB Certificate.
